That's the Flash bug alright.  Try it with Flash's built in rotation 
tool, your symbols will shrink .1% every time you rotate it. 

I can't help much with the tool programming, I've only done commands and 
I'm really not a programmer.  But you're not the first person I've heard 
complain that code that works as a command no longer works once it's in 
a tool or panel.
